The Deputy Vice Chancellor, Professor Mahmoud Umar was born on the 11th March 1972 at Pantami Quarters, Gombe. He obtained his Primary Certificate at Pantami Primary School in 1984. He then proceeded to G.S.S. Gombe for Junior Secondary School and G.S.S. Mallam Sidi for S.S.C. in the year 1990. Professor Mahmoud Umar obtained his B.Sc Public Administration from University of Abuja in 1998 and he was conferred an award of the best graduating student in Public Administration by the then Sultan of Sokoto. Mahmoud obtained his M.Sc in the same field from University of Maiduguri in 2004. He equally bagged his Ph.D in Public Administration and Policy Analysis from University of Abuja in 2010. The DVC started his academic career at University of Abuja as Graduate Assistant in 2000 and swiftly ascended to the rank of Professor in 2017 at Gombe State University. Before his appointment as DVC Gombe State University in December 2019, he was the Head of Department, Public Administration as well as Deputy Dean, Faculty of Arts and Social Sciences. The DVC has published over thirty (30) publications in both local and International journals, conferences and book chapters. His major areas of interest included among others: Public Financial Management, Organisational Theory and Behaviour, Security Sector Governance as well as ICT Policy and e- governance Processes.
